You should have given him your real number. Once he calls, you got his number and even if he is suppressing it, you can ask the phone company to reveal it, since it was involved in a scam. (just try to avoid mentioning it was a scam in a computer game; say online scam).
From there it is all downhill for him in terms of who is pressuring whom.
As for your teacher, if she is worth two cents, the number she gives out in public is a phone disconnected half of the time anyway. Else it would ring all day and night pretty much all year round.

The best thing to do in a situation like this is pretend you're afk and just file a report. Then it is one-sided.
That guy has a screw loose. Either it is someone who knows Elnore IRL and stole his password, or it is someone with no life who went through the trouble of hacking just for the sake of trolling. But to know the details means it must be a grudge. I'd be careful if I were you. He is trying to gather your private info, after all. And remember that if someone has evil intentions, they wouldn't be keeping deals and such in the first place. You shouldn't have tried to converse with him <_<

Dude, don't even talk to them. A simple, "I don't talk to thiefs" would have been all that is needed after you realized your friends account was hijacked.
Last thing you want to give them is your attention. They don't deserve it.

Does a phone number and/or address allow him to figure out your IP address, ISP or somesuch that he can use for a targeted attack? (the "diverting package traffic" he speaks of).
I can't think why he'd be so interested in phone numbers, unless that's what he needs to get his next victim.

Some people have internet together with a phone connection. Login to such internet connection is often the telephone number. There might be a link between IP range and phone number as well. In such case I think antivirus software and firewalls do not help at all.

Out of all the questions you asked him, I am amazed you didn't ask the most obvious.
"Why do you want my phone number?"
And if he wanted to talk to you, you could simply have asked for his and you would call him. Giving out a fake phone number was a nice idea, but even if it was a teacher you didn't like, the potential harm you would inflict on that person does not give you a reason to provide that number. If that teacher has some financial/legal difficulties due to this person, you should be included in any lawsuit filed against him. If you wanted to provide a fake phone number, I'd have looked up the State Police or whatever the largest legal body would be.
And you edited that horribly. You repeated a lot of things, you didn't edit out the website the guy sent you (not all of the displays of it), and you included your friends user name, and what appears to be his real life name (may be against forum rules, although he may have allowed you to show it).

Go to the police and courtyard and sue him.
He broke several laws:
Unwanted access to a password protected account, doesn's matter is a bank account or a game one.
Threat to damage goods.
Thread to real life people
Trying to access to personal information.
Go to the police, if a judge find it illegal anet must give the IP address where the guy connected, then you find it and sue him and get all his money.
Report to anet, but go to police and press charges agaisnt him, with some luck he will pass a time in jail and you get a good amount for damages.

I read the whole thing and think it's pretty stupid you actually gave him a phone number, even if it's not yours. For the fact that now you might be screwed by your teacher, like you said.
Still hope all those screenshots end up doing something... I can't even begin to tell you how those low-life RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GOs discust me. Hope his original account gets perma-banned especially by what he did to your friends account, and a train on the forhead would be awesome as well.

Dispite that, he did broke the law doesn't matter wich country he is. I'm pretty sure it will be illegal regardless of wherever he's from. Now, even if criminal charges are pressed I doubt anything will happen... It's simply that kind of stuff that I don't see anyone bothering about unfortunately.

Your friend needs to contact support to get this resolved and we do not allow the posting of screenshots with IGN's. Also, I would highly discourage anyone from EVER giving out their phone number online or anyone else's.
